The Green Goblin and Crime-Master begin a two-way battle to control New York’s underworld. Peter is still without a Spider-Man costume so he buys one from a costume shop, only to find the material sags, forcing him to web the suit together. Foswell is investigating the gang war and Peter wonders if he could be the Goblin or the Crime-Master, while a stoolpigeon named Patch provides intelligence on the pair’s activities to the police. The Crime-Master and Green Goblin battle each other until Spider-Man intervenes, only to be defeated by the Goblin. Unable to unmask Spider-Man because of the webbed-together costume, the Goblin brings the defeated hero to an underworld gathering, displaying him as evidence that he is Crime-Master’s superior.
