Seeking fame and fortune, Norton G. Fester finds a fallen meteor and believes it will hold microscopic living matter that will help him solve the riddle of the universe. Failing to get a grant or loan, Fester attempts to do the research alone. He cracks open the meteor, releasing a gas that gives him superhuman strength. Meanwhile, ESU student Sally Green invites Peter Parker to a party, but he turns her down once he hears mainly athletes will attend. Calling himself the “Looter,” Fester robs various banks and armored vehicles. Thinking his powers might wane, the Looter attempts to steal a similar meteor from the Space Exhibit while Peter Parker and, unbeknownst to Peter, Gwen Stacy are there. As the Looter attacks, Peter runs to change into Spider-Man, leaving Gwen to believe him a coward. After a quick battle, the Looter escapes but returns days later to try again. Expecting this, Spider-Man is waiting and this time defeats the Looter.
