Iron Man’s Avengers membership is suspended for a week as punishment for his failing to answer an Avengers alarm. Asgard’s ruler Odin exiles the Enchantress and the Executioner to Earth after reducing their powers as the penalty for their recent attacks on Thor. Their coconspirator Loki escapes punishment. Needing a guide to the mortal world, Enchantress and Executioner form an alliance with Zemo, replacing the recently imprisoned members of his Masters of Evil. After sparring with professional wrestlers, Captain America quarrels with Rick Jones, who has tried on his old partner’s Bucky costume. Cap orders him to remove it and angrily insists he will never risk having a partner like Bucky again. Executioner tricks Cap into attacking Zemo’s South American stronghold while Enchantress uses a mystic brew to turn Thor against his fellow Avengers. Cap routs Zemo’s slave army and destroys his palace, and Zemo flees with Cap in pursuit to New York, where Giant-Man and Wasp are barely holding their own against Thor until Iron Man intervenes, soon freeing Thor’s mind. The assembled Masters and Avengers briefly fight before the three Masters attempt escape in Zemo’s ship, which Thor sends hurtling into a space warp, its destination unknown.
Iron Man’s punishment is the first instance of the Avengers conducting a formal disciplinary hearing, variations on which will recur in future stories.
