Vision offers Avengers membership to Doc Samson, but Samson declines. Vision seeks Captain America’s advice about personal sacrifice to guarantee world peace and prosperity. After an anti-mutant arsonist burns down his and Scarlet Witch’s home, Vision decides to implement his plan for world control. He evacuates Avengers Mansion by sending Captain America, Hercules, Scarlet Witch and Starfox to advise the Army, which has uncovered a secret base once used by Thanos in Arizona. When Captain Marvel arrives at the mansion, Vision sends her into space to investigate Thanos’ old starship. The Avengers arrive in Arizona just as Army scientists activate a teleportation device that summons the villainous Blood Brothers into their presence. The Avengers defeat the alien twins, though Hercules’ costume is shredded, leaving his modesty partially exposed. Meanwhile, Dane Whitman unexpectedly arrives at Avengers Mansion only to be incapacitated by Vision, who is determined that no one will interrupt his mission to save humanity from itself.

Vision proposes the idea of a Midwestern branch of the Avengers, an idea that isn’t realized until the unoffi cial formation of the Great Lakes Avengers in WCA #46, ’89. VSW #4, ’86 identifi es the arsonists – the arsonist Charlie is not the neighbor Charlie that Cap berates for being happy about the fire.
