The Avengers have rigged a Zodiac transporter device in an attempt to breach the force field the Zodiac has placed around Manhattan. As a crowd of thousands mass on the Brooklyn Bridge, Tony Stark activates the device with his chestplate and creates an opening, but the attempt depletes his power reserves and nearly kills him. Though doing so will re-seal the force field after only a handful of people have made it through, the Avengers recharge Tony’s chestplate and revive him. The Avengers leave the bridge and the infuriated crowd to seek out the Zodiac’s base. Hawkeye and the Scarlet Witch fly to New York to rejoin the Avengers, but an experimental helicopter shoots down their hex-ship over the Grand Canyon. The Avengers find the Zodiac’s base aboard the USS Intrepid but inadvertently walk into an ambush. Though Quicksilver fells their ostensible leader, the Zodiac’s true leader, Libra, appears and handily bests the Avengers. Giant-Man bursts through the flight deck carrying the transformer powering the force field before crushing it. The force field dissipates, but Libra kills his soldiers with suicide bombs in their uniforms and escapes, leaving the Avengers with an ominous vow to return “when the rest of (them) are ready.”
Fourth part & conclusion of the “First Sign” crossover, continuing from IM #326, ’96. Dugan’s last name is misspelled “Duggan.” After this issue Cap is framed for treason and exiled from the United States in Cap #450, ’96, forcing a temporary absence until Av #399, ’96. This version of Libra and Zodiac displays no direct connection to the previous individuals bearing those names.
