While Captain America tests the magnetic devices Iron Man added to his shield, a pilot brings supplies to the Southern American stronghold of former Nazi scientist Zemo. Hearing of his old foe Captain America’s return and resolving to destroy him, Zemo sends the pilot to recruit three villains as his Masters of Evil. Shortly after, the Black Knight, Melter and Radioactive Man terrorize New York. As predicted, the Avengers soon arrive, but Radioactive Man bonds Captain America and Giant-Man to the street using Adhesive X. Blasting away a section of the road to free his teammates, Iron Man and the other Avengers use a tow truck to pull the stuck heroes to Avengers Mansion. Wasp phones the imprisoned glue-gun wielding villain, Paste-Pot Pete, who shares his Super-Dissolver formula in exchange for a reduced prison sentence. Retrieving it, Iron Man dissolves the Adhesive X, and the Avengers plan their counterattack. On Cap’s orders, Rick Jones and his Teen Brigade capture Zemo’s pilot and replace Zemo’s Adhesive X cylinders with fakes. When the Masters resume their attacks, the Avengers defeat them one-by-one while Captain America battles Zemo. With his allies beaten, Zemo flees, taking what he thinks is the Super-Dissolver in the hopes of finally removing his glued-on mask. However, Cap has switched it for a tear gas canister, causing Zemo’s Heli-Hovercraft to crash.
