While Captain America broods over his lack of a career or a private life outside the Avengers, trapeze enthusiast Quicksilver rescues a falling circus acrobat, would-be actress Scarlet Witch attends a production of Twelfth Night, and Hawkeye tests a new arrow. Meanwhile, Sin-Cong’s massive, super-strong communist dictator, the brutally oppressive Commissar, fakes a radio transmission from Sin-Cong’s supposed underground resistance seeking the Avengers’ assistance. Cap is eager to help, hoping this mission might impress his prospective employer Nick Fury. Quicksilver and Scarlet Witch are reluctant to meddle in foreign affairs, but an idealistic speech from Hawkeye about liberty changes their minds. Upon landing in Sin-Cong, the Avengers are escorted to Commissar’s palace, where they quickly defeat the Commissar’s soldiers but fall prey to hidden traps. When they revive, Commissar challenges the male Avengers to fight him one by one in front of the locals so he can prove his superiority. He soon defeats Cap, Hawkeye (whose arrows have been sabotaged) and Quicksilver in single combat. Realizing the Commissar is really a robot controlled by his “advisor” Major Hoy, Cap dares Commissar to fight Scarlet Witch, who wrecks the robot’s controls, neutralizing the Commissar and freeing the people of Sin-Cong.
