The Avengers go about the reconstruction of Avengers HQ, when new superhero Rage comes to their door, demanding to be made an Avenger. Captain America and Rage get into a heated discussion about the standards for being an Avenger. The other Avengers mistakenly believe Cap is in danger and attack Rage. Cap breaks up the fight, but Rage leaves in disgust. Meanwhile, Lt. Ramskov, a Russian military hero, is being brought into the Metropolitan Hospital to receive a bone marrow transplant. When Dr. Estivez begins to experiment on Ramskov’s containment suit, she accidentally awakens him. In a drug-induced delusion, Ramskov escapes into the tunnels beneath the hospital. The Avengers are soon called out to investigate. Heading into the tunnel below, She-Hulk and Thor catch up with Ramskov, but the deranged Russian emits radiation that knocks them out. As Iron Man, Dr. Estivez, and Ramskov’s Soviet escort Zhukova arrive on the scene, Ramskov begins to tear off his containment suit. Meanwhile, Rage decides to continue his crimefighting career alone, walking into drug lord LD 50’s tenement and tearing the whole building down...
